National Policy for Farmers, 2007
The fundamental aim behind bringing this act into action is proper reframing and strengthening agricultural extensions to enable delivery of appropriate technology and improvise on the current agronomic practices.
The goal is set to get achieved through a mixed and judicious approach of physical outreaching to farmers and involving interactive methods of information dispersal, use of ICT methods, capacity building and institution strengthening to promote mechanization, availability of quality seeds, plant protection etc. and encourage aggregation of Farmers Interest Groups (FIGs) to form Farmer Producer Organizations (FPOs).
Other government-led initiatives
Pilot project scheme for Mobile values added services (m-VAS) for rural women’s Self-help group (SHG) is also part of USOF’s Sanchar Shakti programme.
In this the SHG on the basis of their activities are provided with information in local languages through SMS, outbound dialers (OBDs) and Integrated Voice response system (IVRS).
Bharat Nirman Kendra shall be a single window for providing the information on the NREGS and shall provide feedback on the quality of implementation of the program.
The main focus is to slowly move on the wage-dependent employment to self-dependent employment by providing skill development facilities to the rural masses and in the process give an impetus to the rural economy.
Kisan SMS Portal
Here farmer keeps getting SMS messages providing information or delivering service or giving advisories on his mobile from experts, scientists and officers at various level after once opting for messages on agricultural practices/crops of his interest. In short, messages are customized based on farmer’s preferences in the language chosen by them.
Kisan credit card
For farm credit, service of ICT is being harnessed like Smart Cards, Internet Kiosks and cell phone messaging. And also disbursement of all social security benefits through electronic benefit transfer to all rural areas.
Mobile-enabled Kisan card system to help the agricultural community engage in cashless transactions.
It uses the ICT to provide affordable credit for farmers in India. It was started by the Government of India, Reserve Bank of India (RBI), and National Bank for Agriculture and Rural Development (NABARD) in 1998-99 to help farmers access timely and adequate credit.
The Kisan Credit Card allows farmers to have cash credit facilities without going through time-consuming bank credit screening processes repeatedly.
Repayment can be rescheduled if there is a bad crop season, and extensions are offered for up to four years.
The card is valid for three years and subjects to annual renewals.
Withdrawals are made using slips, cards, and a passbook.
Kisan Call Centre
Kisan Call Centre is an expert advisory system and the farmers’ needs to call the toll free number 1800-180-1551 to seek expert advice on different matters related to agriculture and allied sectors.
Krishi Vigyan Kendra
The budget for 2016–17 announced by the central government laid significant focus on modernizing agriculture systems in India through a slew of measures such as setting up a dedicated micro-irrigation fund, establishing new mini-labs in the Krishi Vigyan Kendras (KVKs) agricultural extension center.
This ensures maximum coverage of over 648 KVKs in the entire nation for soil sample assessment and expanding the coverage of the e-NAM from 250 markets to 585 markets.
One of the successful models that are developed in Bihar is Kisan Choupal in collaboration with Krishi Vigyan Kendra. It is being conducted in an identified village on the basis of need assessment of the farmers by the scientists on agriculture and allied enterprises.
This has increased the awareness of farmers on cropping practices and new techniques.
Additionally, this has also facilitated better and wider reach of the technologies in the farmer community.
It is a priority of the Government to work towards enabling social security protection for citizens, especially from the economically weaker and vulnerable sections.
In accordance with this priority, the Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), the Pradhan Mantri Suraksha Bima Yojna (PMSBY) and Atal Pension Yojana (APY) were recently launched to address the areas of life and accident risk, and old age income security.
The Rashtriya Swastha Bima Yojana (RSBY) is also operational to provide health insurance coverage to persons living below the poverty line etc.
The Central Government has also initiated the creation of a Senior Citizen Welfare Fund through the use of certain unclaimed amounts under various specified schemes.
This fund will be used to subsidize the premiums of vulnerable groups such as old age pensioners, BPL card-holders, small and marginal farmers and others.
The proposed new National Crop Insurance Scheme will protect the interest of farmers with a broader coverage towards crop losses and other such natural calamities. This is an intervention to cover the risks involved in farming.
